We don't know what most Vulcans would do, since we never saw most Vulcans in the franchise.I think it's conceivable that, despite Fontana's assertion, that most Vulcans don't mate as a matter of course outside the cycle.
But pairings of Vulcans and non-Vulcans (or perhaps two Vulcans not bonded with one another, since Voyager and Enterprise established female Pon Farr) is different. If a romantic partner requires or even wishes for private intimacy, then an "emotionless" Vulcan would have no qualms with providing this. It's the most logical thing to do.

I just rewatched "the Cloud Minder". In it Spock explains that every 7 years vulcans have an uncontrollable urge to mate, but that they don't need to wait for 7 years. They can do it sooner under "very exceptional circumstances", is what I think he said, but that was the gist of it.
I prefer to think that Spock was trying out some Kirk-type flirtation as an experiment. Vulcans may like beauty, but they also like intelligence, and Droxine is a dimwit."In the presence of extreme beauty" or something like that.
