Individuals who were erased from history

"Before and After" does not erase history, it merely shows it being experienced in an unconventional manner. All the events still have the potential to take place. What might "erase" them is "The Gift," but really those are because of production decisions, not writing.

Kes told Janeway about the Krenim to save her and B'Elanna, which right off the bat erased Linnis's birth from the timeline, and thus Andrew's.
 
I like the fanon theory that Marla Gilmore of the Equinox adopted the Borg baby. I don't buy that only ten regulars had life-changing experiences over seven years while the other 130 people just stood around pressing buttons.

No, Bell died saving the hostages, originally. That was a regular concern throughout the episode; Sisko taking the role of a man who died in that event. Anyway, Bell wasn't erased from history; he just died sooner than he was supposed to.

What about Captain Tomas Holloway from "Tapestry?" I think he was created out if thin air,given life for 30 minutes or so just so Picard could do some soul searching. In fact this might not be the first time that Q has done this. You have the animal-looking aliens that stab Wesley Crusher with a bayonet and the Marachi Band from "Deju Q." or just about everyone from his version of Robin Hood.

^why couldn't he have been another officer in starfleet who just got an opportunity he otherwise never would have gotten since Picard wasn't in the picture? For all we know, he's the captain of a smaller vessel in the prime timeline.

The other characters you mention as being probably created out of thin air strike me as more likely to have been, though.
