The Klingons would also have a primitive, bestial form they could revert to under genetic modification with bone spurs popping out of their faces and wicked teeth: When he's feeling contemplative, he flies off to his Fortress of Solitude in the ice: Later, our hero dons the commanding red colors he was always meant to wear, along with the crest of his house. Well the T'Kuvma prequel comic shows a Klingon with hair, but its only on the back of their head, where the ridges stop. Which makes sense, that is how it was in TNG, they never had hair over the ridges.

Yes, by human standards, all Klingons have been mostly bald except the TOS/Augment ones. What we refer to as their "forehead" really includes a good half of their cranium. In TSFS, some even had fully bald craniums:
