With so many shows to choose from, viewers have to pick what shows to invest their time in. If it's guaranteed they'll be a second season, I think people are more likely to give the show a try than if there was only one season on deck. (I'm talking about casual or non-Trek fans. Hardcore fans will watch regardless). People don't want to try and get into a new show if it's only going to be on for one season.
So I think announcing a second season is smart move from a marketing perspective regardless of whether or not it actually happens. Wouldn't surprise me if the CBS PR team "leaked" or created this rumor intentionally.
