ACME, they are multi-universal.
In my mind, the Mirror Universe is one of the infinite number of Universes that has a LOT in common with the main ST Universe, not just in the present but throughout its existence: people from Enterprise through Voyager, acid stains, the recipe for Coca-Cola, all the versions of all of George Lucas's movies, etc. That's what makes the transition easier than going someplace entirely different, and it means all the instances of it in various series can be the same one.
