The Maquis are not that powerful. Part of their narrative is they're just simple people who took up arms to protect themselves after the UFP abandoned them at the treaty bargaining table. Moreover, they lost. They weren't able to commit murder with impunity in the UFP.If Tuvok tells the Maquis that he has a wife, and then they find out he's a nark, the wife dies.

Other than the fact that with Vulcans, they're touch telepaths, which is why they rarely touch anyone other than their bondmates (aka wives/husbands)?If Tuvok's not married then he has no excuse not to let Seska lick every inch of his body head to toe.
There are a few fanfics I've noticed in which Janeway offers to take T'Pel's place and Tuvok finally (after much arguing on Janeway's part) accedes. In one story, Janeway ends up with a small, cute, pointy-eared baby 9 months later...
