No. DSC takes place in the prime timeline.
"Reboot" implies a break in continuity. That is not the case here.
You can call it a reimagining, if you like - of course the show looks different. But the word "reboot" dictates that continuity starts over, and that is not what we're dealing with.

Thanks. Well, I guess it's unrealistic to expect a TV show made in 2017 to look like it was made before 1966. I like the look of the show so I am excited for it.There's a lot of speculation based on the look of the series being very similar to the movies, but that doesn't mean it's set in the Kelvin timeline. It's very similar to the Kelvin itself, which was (initally) part of the prime universe too. It's more to do with 21st Century aesthetics than 23rd Century narratives.
