I wish they kept Mezoti too. I liked her a lot. She was spunky and had a great rebellious streak

And the actress did a good job with her. And, of course, Mezoti is the one responsible for saving Icheb from his creepy parents.
He was okay when he wasn't destroying the ship with super nanites
I thought seasons 1 & 2, with a few exceptions, were dull, dull, dull. I think that's why I stopped watching back then
Having watched it all as it was broadcast my impressions were as follows:
Seasons 1 and 2 - Safe, steady - perhaps too much so due to Michael Piller's rules - but some half way reasonable, intelligent stories.
Seasons 3 and 4 - Jeri Taylor took over and Janeway came ALIVE. Stories full of heart, morals and meaning. Great interplay between her and Seven. Really looked like the show was crystallising into another TNG.
Season 5 - A trainwreck of epic proportions, due to Taylor's retirement and Brannon Braga taking over. His egomania allowed to run out of control and four years of steady work on Janeway's characterisation thrown out the window overnight. She goes to her room, has a bit a think, and then comes out as a scenery chewing monster. Okay! An appalling disregard for viewers who had invested emotionally in her and the show. The series becomes a dreary, weird, tech and time travel filled mess.
Seasons 6 and 7 - Someone somewhere realises the damage done (probably Piller as he was still a consultant) and some of the worst edges are taken off Braga's crap-o-rama. The characters never properly recover though - those that the writers can still be bothered to write for in the first place - Stories remain flat and endings remain pointless and dull. The prime example being my 'was that really the ending?' moment at the finale in Endgame.

Jeri Taylor didn't "Take over." She was there from the beginning. Braga was co EP of season 4 and wrote many of the episodes. Here's a list:

I'd say seasons 4 and 5 were the best, season 2 was the worst and all the rest had their share great, mediocre, and not so good.
I don't remember VOY having TNG and TOS problem of having that one season, which stands out as having a lot of incredibly offputting content.
I barely remember the majority of S1 and 2 though. With some exceptions, they seem to have cruised along at 'enjoyably mediocre, but forgettable.' Basically the same level of quality as DS9's first season, and TNG's last.

I think TNG's last season had some memorable episodes. It had Lower Decks, The Pegasus, Parallels, Preemptive Strike, the two parter with Richard Lynch, and an amazing final episode. Pretty solid, imo.
For me, and though I like the first 3 seasons (there was a balance in the way of treating the characters), the 4th remain my favourite, with the arrival of Seven onboard and her tightened relationship with Janeway (maybe the real tension between both actresses helped them to make it likely but whatever, it worked for me!). s5 wasn't bad either but already a tone underneath. And the decline continued with s6 and s7. Maybe the last one was too much, besides. Producers were impatient to move on and they began to botch things, what is never a good sign!
To me the worst season is season 3. I don't think 6 and 7 are noticeably different quality than the other Seven seasons, if anything they're a little more uneven. Some of the best and some of the worst episodes are in seasons 6 and 7.

Season 3 really is a drop in quality after season 2, which I'm sure is why they wanted to "reboot" the show in season 4. It's boring, plodding, and only a handful of episodes are memorable. I often forget that "Alter Ego" and "Favorite Son' exist.
EDIT: Plus those season 3 UPN commercials were awful!
I think UPN commercials were equally awful in every season. 
They rarely had anything to do with the actual episode and kinda just stitched images together to tell their own superficially exciting story.

Maybe all the budget went into the episode Future's End.
Some of my fav's from s3 are Fair Trade, Darkling, Macrocosm, Worst Case, Blood Fever, B4 & After, Distant Origin, Real Life.
There's a bunch of Kim episodes in this season that I'm not crazy about. The Chute was interesting. I didn't care for Favorite Son or Alter Ego. I'm also not crazy about Warlord, Sacred Ground, Remember, or Flashback.
I really like False Profits....actually. Scorpion's really good.
