The Seska/Kazon arc

She could have come out of the closet at any moment to face no legal issues whatsoever.

It's possible, the people in charge of Voyager did not watch Deep Space Nine, and did not fully grasp that, it's also possible that these same producers did not grasp a lot of general Trek knowledge.

I have rather the feeling than they didn't care at all of upholders and of outcomes. For proof of this, it is sufficient to notice how they did (and accepted that scriptwriters did) everything and the opposite from a serie/a season/an episode to the other one, without even wondering about the logic.
For ex: just about the Maquis, in TNG and DS9, this organization was the ennemy of Starfleet & the Federation but suddenly, in Voyager, it is the good guy;

The Maquis had only existed for one year when Voyager started, most of the stuff where the Maquis became more adversarial to the Federation happened AFTER Voyager was pulled to the DQ.

A lot of Voyagers' problems came from being rushed into production while there were still serious conceptual problems that needed to be ironed out.

I never understood what Seska's plan was. I understand she hated the Starfleet way of doing things more than any of the Maquis, but what did teaming up with a species as backwards as the Kazon get her other than stranded for even longer in the DQ? If VOY had had a more narrative format, keeping her onboard would've been far better. As relations between Starfleet and Maquis eased she would've been a constant source of conflict, as well as another viewpoint to consider when looking at the actions they took.

She'd definitely have become a far more compelling, complex and interesting character than the likes of Kim or Chakotay.

I think her ultimate plan was seen in Basics. With the muscle of the Kazon and her knowledge of Voyager she was hoping to get the ship and their technology.

Then what? Would she use the ship to get home herself? Sell the technology to the Kazon and others to build her own empire? Her scheme didn't seem to have much foresight. Shame really as Martha Hackett was brilliant and definitely should've gotten more time to develop on the show--I can just imagine Seska and Seven working together.

What Seska said was that Janeway was a wuss who couldn't fight dirty or well, and a nerd who would get then killed trying to forward science, when they should be opening up the reactor to warp 10.

When Seska looked at Janeway, who she saw was Maude Flanders.

I seriously doubt the Maquis would've listened to a word she said once they found out she was a Cardassian. The only source of conflict would've been the Feds wondering if they should let the Maquis kill her or not.

Seska didn't want to leave Voyager. She thought she was helping Voyager by making deals with the Kazon. She was forced to leave Voyager when it was discovered what she did, and that she was a spy.

After that she made it a goal to seize Voyager. She wanted revenge for losing Voyager, and very much wanted to be back aboard.

Later in season seven (Flesh and Blood) Janeway admitted that she felt bad that she "sold" replicators to poorly vetted maybe assholes who are even now possibly using federation tech to alter the balance of power all over the DQ.

In Caretaker they agreed to function as a Starfleet crew and follow Starfleet rules. I would imagine that anyone from Chakotay's ship who put on the uniform had to be "sworn in" and agreed to follow the Starfleet oath.
