It'd be so ironic to let a guy who's known for overacting over-the-top villains play a Vulcan.
I agree with your thought that a Vulcan captain would be pretty interesting!
I respect that, to you, Tuvok was the most intriguing character in Voyager.
Some of us who enjoy this series, some of us who are particularly drawn to this series, and some of us considering Voyager the series that comes closest to the ideal that first drew us to our original series Star Trek, both as a concept and as an entertainment, do not share you personal assessment that Tuvok is the most intriguing character in Voyager.
However, your personal assessment regarding Tuvok is equally as valid a subjective opinion as others of us in fandom who in no way consider him to be the most intriguing character in that series.
So are Vulcans.
I'd love to see more Andorians, if only because Shran was probably the best thing about Enterprise. It'd also be interesting to learn more about their race instead of getting even more Klingon stuff. They're already the most overused race in Trek so I was hoping for some Romulan action. 
I would like to see a fight between Klingon and Andorian, the Klingons and Andoreans are warrior peoples but of different characteristics the Klingos seem Mongolians or vikings while the Andorians more like the samuraisI'd love to see more Andorians, if only because Shran was probably the best thing about Enterprise. Nope, invent a species for a show, actually use them.
That leaves out 90% of the species invented in TOS. And maybe the other shows too.

Most were intended as one offs. Very few species were created for long term use.
