To be an officer in today's military, you must at least have a B.A. Whether you go the traditional route and get accepted to an Academy, such the Naval Academy at Annapolis or West Point, or you can earn your degree elsewhere and become an officer through R.O.T.C.

During the Dominion War we saw and heard of vast fleets of Starfeet vessels engaging in combat, an activity that the ships were specifically designed for. War.
In a episode where the Enterprise finds itself in a far away galaxy, Picard is in favor of having Starfleet send a pure research/exploration vessel replace the Enteprise in the area.
