This occurs on my older Sony Blu-Ray player, but does not occur, I believe, on my Sony Playstation 4.
Depends on the TV you watch it on (HD I hope), and it also depends on the disc. Now if the Blu-ray happened to be High Road to China, then I'll give you that the DVD will look better. You also have to set up the TV to watch Blu-rays. If you have Tru motion or Motion smoothing turned on, then it will look crap. Basic hint. Turn off all the image enhancement crap that modern TVs have (if possible, watch it in Game mode, as that will reduce the lag as much as possible, meaning all the standard image enhancement that is on by default even if you turn off the user accessible options, that will be turned off too). And just get a basic feed from the Blu-ray player to the TV. That's how movies are meant to be watched.

If people with the same player are getting different results, you'll need to compare firmware versions.

I've noticed this issue on season two discs and not season one discs just like @BillJ. I'm using an Oppo BDP-80.

I plan on taking the "Journey to Babel" disc upstairs to my Xbox One, and seeing if it behaves the same. Just odd that the two season one episodes I played, don't have the glitch. Yet, the first episode I picked from season two does.

The sequencing to be interpreted by the firmware could be different between seasons or even discs, so just because one disc works and the next doesn't, it doesn't remove suspicion from the firmware.
