No, actually it refers any member of the Security team or cannon fodder. They can be of any rank. It can also be used for members the Operations division.

If they failed to stop them, then it wouldn't matter if there were any ships left, the Earth would have been assimilated. In fact it nearly was, if not for Picard's "Sleep Data, Sleep."

Stil it put a serious dent in their future ability to defend the entire Federation.

The way it looked, they were lucky they had that dormant state/self destruct kind of thing or they would have all been assimilated all the same. The cube was unstoppable.

That has been known to happen. In WW I era armies, artillerymen were allowed to wear mustaches, while the infantry wasn't allowed to. More recently, in the navy officers were allowed to wear beards, but seamen and petty officers not allowed.
 
I wonder what all the other Federation planets thought about the whole fleet being sent to Earth to get wiped out, leaving all other planets with nothing-- if that was all they had.
