Yeah, and Sisko on DS9 at the end of season 2, but that's why I said TOS era.

That's what I have a hard time to understand. Why is Kirk's society so strict and Picard's so lax? That doesn't make much sense. Was Kirk's time preceded by a period of puritanism?
 
It almost looks like an oversight.
Why? Dude looks like half the senior military types seen in a ton of films made in the first half of the 20th Century. I was watching a film from the 50's yesterday that had an Army officer with a similar look.

It's very possible. Starfleet is about privileges. Rendered even more important by the fact that they supposedly don't have money.

Picard is one for a ship of one thousand.

Kirk's commanding a ship of four hundred.

One in four hundred, doesn't seem high enough for you?
A lot a ships out there. And they all have Captains. If there are 400 ships, then Picard is just one in 400.

I am pretty sure that I said that the higher ups were the ones with the privileges. Last time I checked red shirts weren't the higher ups.

There were 40 at wolf 359 which was supposedly all they got at the time. 40 captains for all of starfleet doesn't seem like a lot to me.

That would be news to Commodores Stocker and Stone.

The entire fleet in one location and wiped out? Even Starfleet can't be that stupid. There must be other ships and Captains somewhere.
