Looks to me like "YES" on the right wrist and "SIR" on the left. And the choker around her neck seems to say "PUDDIN". So it looks like they're taking her submissive, emotionally dependent relationship with an abusive psychopath and making it into a gaudy fashion statement. I hope there's more to that than there appears.

Interesting from the Teaser cover you can see Joker's hair colour is definitely a dye job (or some other kind of application; I'm not an expert on hair things). Put alongside Leto's comments about Joker being a kind of shamanic character, it seems this version of J has put on his look for the same reasons Bruce Wayne dresses like a bat, i.e. to be seen as a reality-disrupting archetype rather than a person.

I can't say I'm surprised by the inane decision making of Warner when it comes to the DC movies.
Well, I think they went into this specifically with a PG-13 rating in mind. I'm pretty sure that decision was made long before Deadpool was a success, and even after that they probably didn't want to change it.
...David Ayer said in April that “For an R movie, you have to decide to do it right out the gate, and that was never the case here. We were always going to hit the PG-13 rating. But the film is meant to be that.”
