@Christopher The writers wouldn't have to concoct an explanation for Clark and Ray looking alike because they've already seeded one into their storytelling: Multiverse doppelgangers.
Henry Allen has a Multiverse doppelgangers who is Barry Allen/The Flash, so there's no reason Ray couldn't have a Multiverse doppelganger who is Clark Kent/Superman.
I do not think it would even be nessasary. Two completely different people with no biological relationship can look very similar. It happens. People make a living at it being celebrity lookalikes.
Sometimes reality is full of odd coincidences. Considering the bs pseudo-science in these shows and the actual comics, are unrelated lookalikes that unbelievable?
Also I think Routh got screwed by Warner Bros. He clearly wanted to continue to play Superman in the movies. This would be a second chance. He is much more likable and has greater range than Henry Cavill.
This is Supergirl's show. Most likely whomever plays Superman will have limited a supporting role. I would rather have an existing actor in the part. On this show Clark is older and has experience. It would be nice if that is reflected in the casting. Even a new older actor would have a hard time conveying that in the limited time they would get.

However they could put Routh in the suit to play Ray playing Superman from a distance to fool and distract a villain because they need someone with similar looks and build.
Don't say he is a doppelgänger, just the closest thing they have for the job.
In addition to the arguments put forward, I would add that the reason I suggest Routh for Superman is that he's in Vancouver working on a CW show, a sister show at that.
Even if he doesn't play him it would be cool if in this supposed four way crossover they're making if they could feature Brandon Routh and Dean Cain together.
As for casting, of course it has to be Nicholas Cage!
