It is not mere fuel storage, it also contains a warp core. Which makes it even more volatile. But assuming that the shields were not up, it is not weird at all that such a small ship would be destroyed by a single torpedo. In 'Generations' Enterprise destroys an unshielded BOP with a single torpedo. Grissom was a science vessel, it was not meant for combat.Which would have totally made sense if that lower hull was just fuel storage that ignited when hit by the BoP's shot. And which of course brings up the question as to why Starfleet would design a ship to be so vulnerable like that.
