Not that should need explaining because 1) we saw it happen at the end of the second season, and 2) think about it. If it petrifies non-Inhuman tissue, then it would have petrified the fish and never have entered the food chain at all.

I do kind of wonder why the insist on keeping S.H.I.E.L.D. a secret at this point, it seems like most of the people who matter know about them. I know they said people wouldn't forget about what Hydra did, but it's been years and I think once people realized that this is a new S.H.I.E.L.D. that has seperated itself from the Hydra elements they would accept them.

The only person that we can speculate from is Skye's mom. She had abilities but gave birth to a human who needed terragen to gain powers. Perhaps, in the womb, the child is protected from terragenesis. (Also that Bahrain incident was about an active inhuman using crystals to activate her inactive daughter).Well if the terrigen reached the fetus it'd probably catalyse and probably kill both mother and infant. I mean think about it: the chrysalis fragments alone would cause massive internal haemorrhaging, and that's just assuming the child doesn't instantly manifest any inherently harmful powers. Like, oh say the ability to discharge a lethal dose of electricity. Cause earthquakes, grow spines, exponentially increase in mass though mitosis (laws of thermodynamics be damned!), or Dagon forbid phase through matter. I mean that would just be really messy....
Indeed, this may partly explain why it's set-up so the powers need to be activated at all. A breed of life-form in which each generation manifests super-powers in the womb or even in infancy is a recipe for a very high infant mortality rate (to say nothing of the parental mortality rate.)
Also consider that this trait was engineered to be a weapon, terragenesis would also act as a means of population control. I mean you don't want your weapons getting funny ideas about the workers controlling the means of mass destruction, no?
