Well Flockhart is the biggest name actress on the show, so it kinda makes sense she would have a fairly large role. Although I think it's just people who find her annoying that think she's got too much screen time.
As someone who really enjoys the character and the dynamic she has with Kara, I don't think she has too much screen time at all.

I want to see Supergirl do super things, or at least things relevant to her life, not watch a jackass CEO be a horrible human being or bring her completely unrelated to everything drama into a show about a superhero trying to stop alien criminals. At least on Arrow Felicity used to have a point before she became intolerable and took over the show. Cat Grant could be cut out, and the show would lose nothing of value. She brings nothing to the table, except drama unrelated to the plot. Lucy Lane exists for the same reason, but is written slightly better and gets much less screen time. Why should a viewer care about Cat's idiot son, or her relationship to him? Cat does nothing but whine, belittle Kara (and everyone else), and basically just exists so that there is a recurring antagonist for Kara that isn't someone that can be put in jail. I want to keep watch Supergirl, it has the potential to be a good show. I have no interest in watching the Cat Grant Show, co-starring Supergirl, which is what holds the show back in my opinion.
I wonder how, within the narrative of Supergirl, they can organically incorporate a story about a superhero from an alternate dimension showing up. It's a story that would fit more naturally into The Flash, where parallel-world hijinks are already a defining theme of the season, but they have to make it work in Supergirl instead, and somehow not make it feel like a digression from all the alien-related stuff.
And they're introducingin the previous episode, so maybe they could also have something to do with it...Project Cadmus
