I would do a CyberPunk AI/ICE kind of movie, a la Gibson, with Clouds forming and Breaking, encription being created and hacked, "All That We Know In The Balance", kind of movie. With only $200 million, I would cast all newcomers to the screen, spend big on writers, use as many practical effects as possible, and render the shit out of the CyberSpace scenes. It just might work in today's world.

The hype will try to convince movie fans it'll be the next "GhostBusters", but it'll "tank" faster than "Leonard, Part 6". Nicole Sullivan will later omit it from her resume despite voicing the lead character, Mzzkiti. Alan Rickman swears off any future "genre" roles due to the embarrassment of this turd. The only good resulting from it will be the reluctance to depend too heavily upon digital effects. Later movies start employing physical miniatures, makeup and on set puppeteering once again for greater realism.
As for the producer of this turkey, Bill Redfern, rumor has they hid his body even more thoroughly than Jimmy Hoffa's!

1. Original Idea. I had this idea about a guy with a powerful suit from the future; ability to fly, it has shields & can produce energy waves through fists is stranded in the old American west.
2. Re-make of the film Cover Girl (1944).
3. New film based on a established IP. Transformers : Beast Wars!

You might want to get the comic up and running again to drum up support. the last posting was in '08.
And actually I know exactly the show I'd make if it could be a TV show. Something along the lines of the webcomic I used to draw.
Takes place in modern day, only there is a giant galactic community Earth is totally unaware of. Four humans are kidnapped from earth by an alien slaver, and are then rescued by a traveling merchant/musician who is actually the prodigal halfbreed son of the emperor. This merchant is inclined to help them because there is no chance of them recognizing him. They end up protecting a mysterious woman who is actually a shapeshifter genetically bred to be the perfect assassin with a narcotic reaction to acts of violence who is on the run from because she doesn't want to kill. The folks who bred her want her back, the emperor wants to use her as his own assassin, and there is a very organized network of vigilantes who want to kill her. Her brother is also on the run but rather than escape and be peaceful he wants to rescue the other assassins and breed an unstoppable race of super-assassins.
Now, the empire isn't an evil empire, nor a good one. It's just an empire, and the emperor would do anything to stay in power and eliminate threads but is otherwise generally good to his people and doesn't go around slaughtering innocn. But there's a coup going on where the geneticists want to use the shapeshifter assassins to kill the emperor and his line and replace him.
As you can see I've spent a lot of time thinking about this.
