In fact when asked about it the other day Moffat did say that Clara would never return, not that Jenna wouldn't.

Jenna probably will return for Capaldi's departure episode. They brought back Billie Piper for the "End of Time" and Karen Gillan for "Time of the Doctor"...so I'm pretty certain that Jenna will make some sort of appearance for Capaldi's swan song.
