She did not ban him from just England.
Queen Victoria banned him from The ENTIRE British Empire. Which was then (in 1879) The United Kingdom and the dominions, colonies, protectorates, mandates and other territories it administered.
Highly unlikely she would ban him from just England:
1) England is just a constituant area of the United Kingdom. It hasnt been a Nation State since 1707. Everyone needs to stop refering to it as such.
2) The episode took place in Scotland (Again,just another constiuent part of the United Kingdom since 1707)
Please realise that the name of the nation formed (currently, In Real Life) of the Northern Ireland, Scotland, England and Wales is called the United Kingdom if Great Britain and Northern Ireland.

It's not completely different. It's kind of a variation on a theme. He retains the goofyness but without the grouchyness.
Furthermore, I got the sense that, if they could have gotten Hartnell to act more like how Troughton was, they totally would have. Unfortunately, Hartnell's health was too poor for him to be able to muster the ability to respond to direction. That's why they needed to replace him.
That is an interesting theory, I've to say. Although I recently listened to The Apocalypse Element, and in it the Doctor registers Evelyn's eyeprint to his TARDIS' gateway, adding human DNA to the Eye of the Harmony. This was BG's attempt to retroactively state that what the Master saw in the TV Movie was the result of Evelyn's meddling with the TARDIS.
