I actually owned some issues of that short lived 70s run. I was six or seven and I can still remember trying to explain Earth 2 to my mom and dad. That was pretty much the Teen Titans of Earth 2 with the Huntress and the adult Robin who had a much cooler costume than the Earth 1 Robin. Around the same time there were some wild Dr. Fate stories that were basically DC trying to channel the style of Doctor Strange even though Fate was the much older character.
It's a pretty standard looking superhero mask. It jut looks odd with Hawkman's bare chest. The change was made in the early 50s, so I doubt the Luchador thing had penetrated the American East Coast yet.I hate that Luchador mask Earth II Hawkman was wearing.

And you can't judge how a costume will look in the final product based on a single still photo. Lighting, cinematography, and color correction can do a lot to change the appearance of a costume.
