I think Tuvix was just as hairy. I'm not really into him.
It's without shadow of doubt the pinnacle of the BBS's cultural evolution. There's nowhere left to go from here.
I could be wrong, but I think the Voyager forum may have just jumped the shark.

From most hairy to least hairy, I would guess...
- Neelix. Because he has mutton chops.
- Icheb: He sports some nice facial hair in "Renegades."
- Tom Paris: Never had facial hair, but he showed some chest fuzz in "Caretaker." And he's been seen scruffy multiple times, leading me to conclude that Tom has to shave regularly.
- Janeway. Given all the elaborate styles the hair on her head is, it stands to reason she might also experiment downstairs. Maybe there's a mini bun down there.
- Kes: Really not sure. I mean, with her strange alien biology, anything is possible.
- Naomi Wildman: Same as above. Ktarian women have scales on parts of their body, so maybe they also have hair in odd places too.
- Tuvok: His chest is smooth (as seen in "Waking Moments") but he has to shave ("Year of Hell").
- Chakotay: he can grow some delicious scruff (as seen in "Year of Hell"), but his chest is pretty smooth, and I don't think Native American men are generally all that hairy (but maybe I'm wrong)
- Harry Kim. Asian dudes don't have a lot of hair, I think.
- B'Elanna: Klingon women aren't generally any hairier than human women, are they?
- Seven: Likes neatness and perfection. She strikes me as the type who'd pluck her nipples.
- The Doctor: I doubt he's programed to have any hair below his head. Or any body under his uniform, unless he programs himself to. But maybe I'm wrong, and Dr. Zimmerman had a sense of humor, and programed his EMH with a huge shlong and Austin Powers chest hair.
- Chell, Golwat, and the other Bolians: They're a bald species!

Kes has the body hair of a six year old boy, to go along with the body of a six year old boy (wondering about Tom and Neelix now).
Well, given the focus of this response to the OP, I suppose I would nominally agree with the first part of your contention, although as a Kes partisan, I don't recall ever seeing much below the head anyway, other than her feet. I just can't think of episodes where she wasn't wearing either the getups she designed herself or very late in the game, of course, the catsuit. Maybe that look is what you're referencing. I don't recall her ever wearing a swimsuit either.
As for the second part of the statement, simply ludicrous. For her stature, she was wonderfully proportioned. Aside from being a beautiful woman generally, there are many people who've averred, with no reservation, that Kes was the sexiest woman on the show, albeit in a rather different sense than Seven, and no, in reading those remarks, they aren't all KesFans. I've never believed that her presence on the show was to provide, in any way, shape, or form, the "sexy quotient", despite her undeniable beauty. That idea, of course, has often been extrapolated by some to explain her departure from the show in lieu of the much more overt presence of Seven, which is incorrect in every aspect of its assertion.
As to the OP itself, I'll limit my evaluation to the character's heads, and with that as the sole criteria, I guess I would rate Kes, obviously near the end, with her natural hair finally freed from the elf cap, and Neelix as being at the top of the follicle chain.
By the way, in regards to the remarked upon, stretch, of this thread, I'm wondering, not advocating mind you, if the same question has been posed for any of the other series?
