OK, so I'm thinking that the Russian troops in Finow were exposed to the "Item 17" gas without the knowledge or consent of Howard Stark, which caused the Russians to attack and kill each other, just as the theater goers did. This is what caused the conflict between Stark and the recently deceased General.

Crap. I didn't like Dooley getting killed. He was a good guy and, despite his initial vendetta against Stark, was coming around to the truth because of his basic honesty. And after all the ups and downs, this looks like it really cements Peggy's standing with the SSR-- Dooley asked her to get who was responsible. He didn't turn to Thompson or Sousa-- he turned to Peggy.
Unfortunately he had a target painted on him because of the source character.
I figured he was a goner just because it had to be Peggy leading the charge against Leviathan. She is the one who co-founds S.H.I.E.L.D., not Dooley.
He's been enough a jerk to be related to Flash.This is off of discussion of the last episode but still about Peggy Carter. In CATWS when Steve was in the museum, they showed an interview of Peggy from 1953 and she said the he had rescued the man that would become her husband.
Any of these guys? I've been wondering about Sousa or Thompson, but I don't think MCU Cap fought in the Pacific Theater, so I don't think it's Thompson.
Another thing about Thompson, does anyone hear Flash unsaid when they say his name? I know, it's a common name and it couldn't be Peter's friend, but it could be a grandfather.
Yeah, I don't get the impression that was the only office. In fact, there's clearly at least an office in Washington DC too.
