I LOVED Vic! too!! He was great--and I also loved the touch where Mirror Vic is flesh and blood.
Mayweather?He was barely in it, his character disappearing for episodes on end, and what little dialogue he did get was mostly functional and plot-related. How could he be most annoying?

Well, the title of the thread is "worst" not "most annoying" so it can be read as "which is the character you think was executed the worst by the writers and/or actor" and a character who is barely in the show, has little dialogue or characteristics is "badly executed" if you ask me.
That's why Harry is my pick on Voyager, for instance, instead of the EMH or Neelix who both greatly annoy me.

Agreed about Phlox, who managed to nauseate year in ... and year out. Between his doctoring, involving trendy Alternative Medicine approaches like using live animals on people, including maggots and such, or his sorry-looking rubber head, or his voice and duck waddle and personality in general, it would've been so satisfying seeing him "get it," instead of Trip, in "These Are the Voyages." He could have a slow, meaningless death, perhaps captured in a time-loop so that we can watch it over and over and over again ...

In the hopes of giving some pointers to the creators of any future star trek series, who are some major or recurring characters that never should have existed? Here are my picks for those that were boring, annoying and should have been killed off after the 1st episode (or sooner).
