It not that transporting isn't generally available, it's that it isn't free of charge.... it still seems that beaming thousands of miles away from where you are is very common and happens very often.It's not at all clear than transporters are free for unlimited use for the general population of earth.
Because the White characters never do it?I don't get why Sisko being culturally aware and using the phrase 'our people' is such an issue.
Early on Picard displays a degree of French nationalism, but never "White awareness."
Picard points out that Riker and General Custer are countrymen, but not that they're both white.
Kirk never refers to Whites as a group in the presence of Scotty as "our people."
Sisko's statement to Kassity indicate that he does consider Blacks in the future to be a distinct group, which again we never hear from other characters. There no indication that Uhura ever considers herself to be different than her White/Asian/Indian shipmates.
