I think they simply meant that they must have been there during that particular minute because of the shadows.
They were there for a couple of hours in total. They didn't state that they KNEW when the actual minute was.
It's all just great fun and I certainly appreciate them going to all that trouble to give us something to look at and talk about.

That's outside Richard Datin's shop, and they were getting ready to load up for delivery to the Howard Anderson company for filming.

Naturally it's great fun seeing photos of my hometown taken from exactly the same angle but many years apart, seeing what buildings were/are still standing with the same windows, doors, etc.
A real eye-opener in the Enterprise photo is the state of that pavement! It doesn't look like that street's been repaved in 50 years (although it seems to be happening now). Unfortunately there are way too many streets like that in California...
