^Probably only if a prestigious director like Nolan were attached. We might have to "settle" for Viggo Mortensen or something.
My personal preference is to see this done as one of Bruce Timm's DC Universe animated films. Let's be honest, it seams much more likely than a live action adaption, especially since Timm has already done a portion of DKR. Even IF Watchmen is a success (and I hope it is) I can't see the studio taking such a radical departure from Nolan's take on the franchise and frankly, I'm not convinced that DKA would even work as a live action film.
Let me ask this, then: I didn't care for the writing of The Long Halloween or Dark Victory (even if the artwork was, at times, brilliant). Given this, would I care for Miller's The Dark Knight Returns?
If they do do a direct to DVD animated version of Dark Knght Returns can they get Michael Ironside to do Batman's voice like in that clip.My personal preference is to see this done as one of Bruce Timm's DC Universe animated films. The DC animated direct-to-DVD films have been doing well enough and, aside from Batman: Gotham Knights, they have been taking stories directly from the comics to make movies out of (with some creative license, of course). I would say that if they really want to adapt it, adapt it like that.
I think doing a big-budget movie version would be "too out there" for general audiences. If they are going to see a Batman movie, they are probably going to expect some specific things. TDKR, as a story, intentionally throws away those things.
Zack Snyder, director of Dawn of the Dead, 300 and the upcoming Watchmen, has expressed his interest in adapting another one of Frank Miller's graphic novels, this time The Dark Knight Returns.
Says Snyder:
"I said I'm interested in Frank Miller's The Dark Knight Returns," he commented. "That's really my favourite comic book."
Snyder has approached Warner Bros. about adapting the graphic novel, but admits the unlikliness with the current franchise being led by Christopher Nolan.
I think this could be very interesting, even if we didn't get another Nolan-directed installment. Imagine this as if it was a sequel to The Dark Knight. It is set twenty years after the events and ending of that film and we find a much older, now retired Bruce Wayne who comes out of retirement as the Batman.
It'll likely never happen, but I wouldn't mind a Synder-directed Dark Knight Returns after a third Nolan-directed Batman installment. What does everyone else think?

^^
He managed to make the remake of Dawn of the Dead into a pretty decent movie, even if it wasn't as good as the original and was, admittedly, still drawn from another source.
I don't know, I'd say he's a good decade or so too old for the part.^Milo Ventimiglia would be an excellent Terry now that you mention it. (I'm watching Batman Beyond at this very moment oddly enough.)
The real question is who would one cast as Commissioned Barbara Gordon?

If Snyder says he wants to direct DKR then I say fuckin' let him. Dawn of the Dead was fuckin' pimp! 300 rocked my goddamn world! The trailers for Watchmen caused me to blow a load in my shorts! If Snyder wants DKR then why should he be denied? No reason that Nolan should have all the Batman fun. Besides he does the quasi-real Batman. Let Snyder do the comic book version! I'll see it! Buy it on DVD too! Shit, if Snyder wants to direct the phone book I'd pay to see it! I love that motherfuckers work!

Terry would have to be played by a relative unknown for it to work anyway, with a veteran actor like Willis or Eastwood as old Bruce.
The real question is who would one cast as Commissioned Barbara Gordon? Former female action stars in their 50s or 60s are hard to come by. Sigourney Weaver could play the character, but she's about two foot too tall. Hmm...Carrie Fisher? She's short enough and can certainly play embittered and slightly world weary. Claudia Christian may be a bit young for the role, but with some skilful make-up she can sell it. Joan Allen maybe? Julianne Moore?

It appears you're attempting to be sarcastic here, but instead, it comes off as borderline trolling. If your "point" is that Snyder's 300 is overrated, I'll give you that. Overrated but a good-looking film. But certainly not a huge cinematic achievement by any means.

True, so perhaps a Milo Ventimiglia type unknown actor?
For Barbara, I'd vote Joan Allen. I've always liked her.
