Spock with Riker a very close second.

So going with Spock, then read this and thought oops one of those valid points that crop up. Riker did very much handle himself like a First Officer. So he is probably the better First Officer.
Kira was cool but too combustive in the beginning and had other loyalties as opposed to Starfleet chain off command. Probably the most kick ass of the lot.
Chakotay got landed with the job and considering all those 'interpersonal conflicts within the crews' dried up after a couple of episodes he must have managed them very well. LOL
T'Pol went up against Archer too much to be considered favourite.
Alas, I still have to go with Spock. He rocks.

IMHO, the best first officers were those who had a strong background or story on their own. That's why Spock is my favorite with his half-human, half-Vulcan heritage, and Kira is second because of her past in the Bajoran resistance.
Riker basically took Picard's place to call for phasers or photon torpedoes, and they tried to give Chakotay a story with his heritage, but that didn't take. And they tried to do the female Spock thing on Enterprise.
Spock, no doubt about it.

I voted for Riker. I've never really managed to connect with Spock as a character, unless he comes partnered with Kirk. By that I mean I enjoy the two of them together, but Spock has never been a character I've been fond of in his own right (unless you count the last few days since I saw XI). On the other hand, Will Riker has taken up a great deal of my thought processes and appreciation over the years. Of the other first officers, I think Chakotay isn't too shabby (although that may be down to the fact that he has a pretty face). I don't really know T'Pol enough to comment, although what I know of her I don't really care for, and Kira isn't a favourite, either. I found Kira a bit too whiny, and tired of her opinions. Although, after having said that I really enjoyed some of her storylines. I particularly enjoyed the episode towards the end of the run. She's pregnant and captured by a Cardassian (is it called something like Between the Darkness and the Light?). I thought that was an excellent Kira episode.
Kira is gonna kick your ass for that remark. 
Actually for me it was a tie between Spock and Chakotay but the dimples won out over logic. Riker was a fav when NG came out but then he jumped into bed with just about anything and everyone and he lost his appeal. Kirra and T'pol never thought much of them one way or another.

It was a really tough choice between Spock and Riker... I like them both, but Spock during the TV episodes of TOS was only okay to me, I got to like him a whole lot better during the movies. Riker I liked during the series and the movies so that was the only reason Riker won out. If I had to choose between one of them to actually be my first officer?

I just plain old didn't like Chakotay. He took last place. I haven't seen much of Enterprise so I don't know how I feel about T'Pol. And Kira, while I like her character, she didn't seem like the first officer to me. That seemed to fall more on Jadzia Dax, while Kira seemed more to be simply "the Bajoran liason".
I couldn't do it...I just plain old didn't like Chakotay. He took last place. I haven't seen much of Enterprise so I don't know how I feel about T'Pol. I agree with the sentiment that Kira seemed more like the Bajoran liason, and that Dax was more a first officer, even though we do see her in discussions with both Odo and Sisko about personnel assignments. I'd also extend this somewhat to T'Pol, she seemed more a science officer and advisor rather than an actual First Officer, it seemed that Trip seemed more adept at actually running the crew as well as the ship.
I can't say I've seen enough of TOS to judge whether Spock was good or not, but I can imagine he would have been a good match up with Kirk, especially going with what I've seen of him in the movies. However, I'm still more inclined to see him more as a Science Officer, rather than First Officer.
As to Riker or Chakotay, it's a bit tighter competition. Chakotay seem to have a solid role as the link between the crew and Janeway, he also seemed ready to debate things intensely with her when in private, but stand by whatever decision was reached when it came to facing the crew. Unfortunately, I can't remember enough incidents when Chakotay takes command to judge his ability to take over when necessary.
From what I remember, Riker showed both his ability to take over command of the crew and ship when necessary, act as a link between the crew and Picard, run the crew for Picard, support him with his decisions when necessary, and get Picard to explain himself in private when needed. So however I feel about their personalities, I reckon that I'd have to vote for Riker.
