It's not really a set length (as a Google image search easily shows) -- basically anything longer than shorts and shorter than long pants, which category TOS uniform trousers fit -- and the name comes from what people might wear when they go out at low tide to dig clams: i.e., something which doesn't need to be rolled up to keep the cuffs from dragging in the mud as the bare feet sink in.
