Paris. Necheyev was often a jerk (as Picard can attest) and often hopelessly naive (as Sisko noted in "The Maquis".

J.P Hansen died at Wolf 359. Quinn inexplicably survived possession by a parasite and several phasers blasts set to kill.

I have to go with Hansen on this one. Just for believablity.
