Having made little impression from one episode I can't see him becoming a Captain somehow.

He would be the worst captain ever. Every week when they encountered adversity he would turn tail and run.

Sometimes retreat is the best tactic, not everything can/should be solved with phaser fire.

Sometimes making out with the antagonist or talking a computer to death are the best tactics.
