I'd say no. Several Firsts barely contained the urge to murder their Vorta. One of them even decided not to contain that urge.

In the correct context a Vorta could command a 1st to say, poke the 2nd and 3rd in the eyes Stooges style but only if there had been some failure on the part of the Jem Hadar under the 1sts command to justify such punishment. The Jem Hadar are soldiers, not clowns.

And I think their obedience to the Vorta tends to vary. Some ("Rocks and Shoals") obey without question. Others ("To the Death") take a more independent view.
