It's interesting to think about civilian UFP life in this context. Are there wonders comparable to those of outer space on every UFP planet, in every Monday morning of the lives of UFP citizens? How common is resurrection? How common are news of political unrest somewhere in distant deep space, of Klingon aggression, of Romulan treachery, of Starfleet fucking up, of gods stepping down from Olympos and slipping on a banana peel? Is Kirk's job an exciting one, or perhaps among the duller ones in the Federation?
One would assume the flow of information in the UFP to be at least as massively uncontrollable as it is on today's Earth. Anybody interested in finding out about Genesis or Spock would have access to the information one way or another - but the great public would be swamped with information, and might not consider either Genesis or Spock truly newsworthy.

Project Genesis led to the creation of an entire planet and star system, the disappearance of a nebula, and was openly spoken about with a foreign ambassador on the floor of the Federation Council. The cat was out of the bag there; it was already part of the public record. No reason to hide it from there.
