Operating the Transporter is regular bit player Frank Da Vinci, apparently playing Crewman Vinci. This isn't an uncommon role for Frank- it's quite possible he was shown in as many episodes operating the Transporter as even Lieutenant Kyle was. Anyway, that's not the discovery I'm talking about.
I'm talking about the fact they gave him a Lieutenant Commander Rank for this scene. If you look carefully, you can catch it. Apparently it was meant to match up with the closeup of the Transporter being activated- which naturally are supposed to be Scott's hands. That might very well make Vinci yet another of the anonymous Command Rank personnel that are promptly forgotten.
