I think I understand why people dislike A Matter of Perspective, but I've always enjoyed it just because of the storytelling device.

I had to go with Menage a Troi. As far as weak episodes go, there are some worse ones, but compared to the others in this season it's at the bottom of my list.
 
For me it's The Price. Mostly dull all the way through.

The Bonding is saved by some nice character scenes, especially for Wes and Bev. Menage a Troi is pretty bad but does have some amusing parts. A Matter of Perspective I've always disliked, but it's at least somewhat innovative, and I've always thought Transfigurations pretty decent.
 
the bonding was what i went for, but its a shame as Ron Moore wrote it. i think season 3 was a strong season.
 
I really enjoyed each of these to varying degrees. I don't think any of them are bad but probably my least favorite overall is Transfigurations. It isn't bad but it tends to get overshadowed by the fact it airs right before BoBW.
 
I think these are all pretty strong episodes.

The Bonding has some nice scenes and seeing the emotionally vacant Data playing against the emotionally repressed Aster is clever and interesting.

A Matter of Perspective is a very strong episode - seeing a story from different perspectives is a hoary old storytelling device, but seeing it enacted with holodeck technology made it seem fresh. And Frakes got to stretch his acting a little too. I like this one a lot.

Menage a Troi isn't as good, but the ending is funny with Picard having to play the desperate lover and being Picard, is unable to think of any suitably demonstrative lines himself and resorts to quoting Shakespeare.

Transfigurations is inoffensive but not hugely gripping. At the time of airing, it was one of the earlier episodes to use the "evolved into a higher plane of existence" ep resolution I think, so it's not so much of a cliche I guess.

I found The Price a lot of fun of first viewing and it weaves the A and B story well together. But it's almost unwatchable on repeat viewing once you know the resolution. So it gets my vote in here.
 
This is actually hard, because I don't particularly dislike any of these episodes. There aren't any major stinkers in this list-- just a lot of mediocrity. I chose Transfigurations because it is DULL with a capital "dull".

I like Code of Honor, never understood the dislike there

Shades was a piece of crap clip show
