Rewatching the series currently... there is a minefield of stinkers end of season 1 and beginning of season 2. So much that I've been keeping a journal of the next rewatch years later and which ones to skip at that point.
The Storyteller, Progress, The Forsaken, Dramatis Personae, Invasive Procedures, Melora, Necessary Evil, Second Sight and Sanctuary.
I'd have to finish rewatching everything to come up with a worst overall.
I have to disagree with you on those. Storyteller was weak but amusingly awkward likea quirky old TNG. Progress, Melora, Second Sight and Sanctuary were all so dull that I barely recall them.
The Forsaken made Odo more interesting, and Lwaxana was a real person who I actually sympathize with for the first time since Half a Life.
Dramatic Personae is over the top and clunky, sure, but it's also the first time I recall seeing Sisko have any energy and passion at all. When I saw it the first time I thought it was such a relief to have him not just mumble and be dull. The Sisko from later seasons was born in this ep, I think, and I love the clock!
Invasive Proceedures made the dreadfully mishandled Dax a more interesting character for one of only a few times in the series, raised some interesting questions, and brought a Klingon to the station in the form of Tim Russ.
I also dug the ugly complexity and shady history angle of Necessary Evil.
My worst? Maybe Time's Orphan, or something with lots of Bajorans...but probably the Emperor's New Cloak. That was soooo stupid and insulting, even for a bad Ferengi comedy, and it was way too late in the series to be cranking out garbage. Getting all the ladies to make out with their coworkers and each other seemed like a lazy shock value decision for the mirror universe rather than anything to do with politics or tolerance.
