I seem to remember Worf once saying “he only understands this” referring to a phaser. I can’t remember the episode or the context, and I can’t seem to find any references on the Internet. Am I making this up?

It's probably The Vengeance Factor you're thinking of. Riker's away team beams down to a planet to chat to some thieves and gets ambushed. Riker yells that they came to talk and Worf tells him "Your words are wasted, Commander. They understand only this."
