I actually really liked Billie's last appearance, felt more like the Rose I'd reallty liked in Series 1. What's done is done and I could name half a dozen companions I'd sooner see return than her...

Frankly, I hope we're done with Rose. She's had her time (and then some) with her Doctors, and I enjoyed the character, but it's time for her to fade into DW history and let the new era stand on it's own.
The build up of quasi-romance and making her some kind of central figure for the Doctor to revolve around was a bit much.
I prefer the show be about the Doctor and the foes he and his companions go up against

The new era must stand on its own. RTD didn't need to bring Sarah Jane back, but it was necessary at the time in order to finally convince people that the revival was part of the same continuity as the original series. Now that's been established, there is simply no need.
Rose's story ended in Journey's End. Frankly I'd have in some respects preferred it to end in Doomsday. It was a stronger ending and at the time RTD made a big deal out of vetoing a BBC-budgeted spinoff special featuring Rose because he felt it lessened the impact -- only to do it anyway in Season 4. I liked how it was handled, don't get me wrong. But I also felt it was an incredible cop-out to bring Spock back to life too, forever destroying the impact of Wrath of Khan.
Likewise, Ten's story ended with The End of Time and his tearful "I don't want to go". I don't want to see that lessened. It's time for Matt Smith's Doctor to fly on his own. One of the things that killed Star Trek on TV was it got stuck in a rut of looking back instead of looking forward (not just with Enterprise, but Voyager got caught up in this too). If we go the entire Smith era without a mention of UNIT or Torchwood, that's fine with me (I know Smith is appearing on Sarah Jane, and we had that past-Doctor roll call in Eleventh Hour, so they're already bending to temptation).
Beyond all that, Tennant is forging ahead with his own career, while Piper is busy with her own hit TV series (and if you read The Writers Tale: The Final Chapter you'll see they barely were able to get her for her Season 4 appearances). Eccleston is off doing roles like John Lennon. None of them are likely to be interested in back-tracking in the near future.
To those who won't let go of Rose or Ten, my only suggestion is they start lobbying BBC Books to start doing past Doctor novels again, or maybe see if Big Finish can negotiate a deal to revival-era audio dramas. Or perhaps check with IDW Publishing and see if they might want to do a mini-series comic book or something...
