Perhaps even more action, but with fewer special effects?
I would like to see more action with the characters but not so much with a big black ship pummeling the enterprise yet again.

Then it becomes what we in the business call "a television episode. "
("we in the business" part is facetious.)
If you think back about half a century....The Outer Limits and the Twilight Zone did some good space stories without modern special effects, and certainly without a big budget for such.
Um, not that I'm the expert, but I think lens flares are the cheaper aspect of the effects...Perhaps even more action, but with fewer special effects?

Well of course it should have good effects but they can save millions by not having any lens flares in the next movie at all. Sometime good writing makes a better movie rather then the effects.
I never understood why people seem to think a lot of sfx makes or breaks an 'intelligent' or story-driven movie.
The Thing, Silent Running, Gravity, The Fly, Interstellar, Gojira Blade Runner, District 9, 2001, Alien etc were all SFX fests (and visual effects fests for most of them.) Most of them had decent sized budgets for their time as well.
And it's not like a lowered-budget is any guarantee of success. Alien Vs Predator 2 cut the budget, heightened the rating, and hired series fans to make the thing more like what the critics wanted (darker, scarier, gorier , more character focus, less wrestling matches etc.) It's a million times worse than the first one in every way!

We already know the budget is being decreased. They are changing the filming location, which will be cheaper, by about 25 Million, I believe, and that number will be the reduction of the budget. So, no change in how much they can spend on stuff, just a lower location shooting cost, so therefore lower budget, with no impact.^None of this means anything anyway. A third film is already being produced. It's highly likely that more films will be produced in the future, based on the simple fact that there's no reason not to make them.
Of course they are but I think they will be cutting the budget some to increase profit. After the ST09 they increased the budget by about 50 million. I don't think they will be doing that again. I see a smaller budget for this next one and maybe a bit more drama or as I said earlier meat and potatoes(Storywise) and not so much dessert(Special effects shots). Just my opinion nothing more.

I: Big black cloud
II: Little white ship
III: Little green ship
IV: Big black ship pummeling Earth
V: God
VI: Another little green ship
GEN: Another another little green ship
FC: Big black ship.
INS: Um, wrinkles?
NEM: Big black ship
ST09: Big black ship
STID: Big black ship.
So...is your problem with the color of the ship, or do you just not like Star Trek?

It would be nice to see the enterprise crew in the briefing room without a constant shaky cam.
That's true, unless you factor in the total "carbon footprint" cost of hiring ILM to remove said lens flare.Um, not that I'm the expert, but I think lens flares are the cheaper aspect of the effects...
I mean, I know little about visual effects but even I can put lens flares on film.

So in other words, your bitching isn't really about the film's budget, is it? Because none of those things have to do with that. You're just using that as a flimsy excuse to just bitch about the movie in general, like you always do.
You know, for someone trying desperately hard to pretend he's a fan of the movies when his posting history shows otherwise, you're doing a lousy job of convincing us of that.
Right. I want special effects but they don't have to be the whole movie. It would be nice to see the enterprise crew in the briefing room without a constant shaky cam.
Just out of curiosity, is the OP's name pronounced "Pyew-bert" or "Pooh-bear"?

After the Berman years, I hope to never see another briefing room scene.
