Last I heard Andrew Robinson has pretty much retired from acting yes, could be wrong of course though. I doubt Garak will even be referenced in the new show to be honest. I do think there'll be Cardassians involved in the show, well I'd assume they would be.
How can you assume anything? Until you know what universe/timeframe it's in, anything is possible. Cardassians were great on DS9, but in terms of general public awareness, they're behind Klingon, Romulan, Vulcan, and Borg and probably roughly even with Ferengi. Factor in that Fuller will probably want to create his own alien(s) for the show and you'll need to get pretty deep into canon minutia before Cardassians come up. Unless the show is set around Bajor/Cardassia canon porn is really the only reason they'd be included.
And also, Cardassians have already been mentioned in the Abramsverse as well.Cardassians were established as one of the main alien races in Star Trek. I doubt they'll be forgotten and not used. Canon porn would be bringing back aliens who appeared only once before. The Organians in Enterprise, for example.

That said, DS9 and other novels have covered this enough that perhaps it would feel like a retread.
It wouldn't be continuity porn if even the most minor element from any previous Trek appears.... IF it appears in the natural course of telling a good story. And having the Borg, Klingons, Romulans, etc show up could be continuity porn or fan service if they don't fit the story and are only there because the showrunners wanted to "provide continuity" or because they're "a fan favorite".I doubt it. But it wouldn't be continuity porn if they are included.
But what if the show starts right after the Dominion War? I hope it won't,but if it does,they need to explainIMO, it's continuity porn if the whole point is to focus on the minutiae of pre-existing "cannnnnnnnnnnon" and to explain something that was mentioned in some Trek show twenty years ago
