Will Picard ever make Admiral ?

He could be promoted to Fleet Captain or Commodore/Rear-Admiral (lower half)--or whatever the 24th century equivalent is--and still command a Star Ship and be an explorer. We've already seen Commodore's as ship commanders in TOS.

Yeah you know, considering his TNG and post-TNG accomplishments, I think another pip is in order.
Such a milestone would almost certainly warrant a visit from Q.
Personally, were it me, I'd rather be called "Rear Admiral".

People,

Maybe he can be promoted to Admiral but be in charge of a task force of ships, with Enterprise as his flagship. I always wanted to see a ST series with a mobile Admiral in charge of a small fleet.

But that's not Picard's cup of tea. He's an explorer at heart. He does well as a soldier or a diplomat but that's not what he wants to be doing exclusively.

Picard will die on the bridge of the Enterprise. He deserves to be an admiral but hes taking Kirks comments to heart.

"dont let them do anything to take you off the bridge of that ship because while your there you can make a difference"

That would be cool.

I think that if there is ever another TNG outing that Picard will be an Admiral. Honestly, I have nothing to base this supposition on, it's just a hunch.

Probably not, by his choice. Remember the words of Kirk to Picard:

"Don't let them promote you. Don't let them transfer you. Don't let them do anything that takes you off the bridge of that ship. Because as long as you're there, you can make a difference."

It doesn't seem like Picard would be happy being an Admiral, stuck on Earth or at a starbase while others are out exploring ,etc. I think he'd prefer to remain on the Enterprise until Starfleet forces him to retire.

It would have been interesting if TPTB had based the Enterprise-D command structure like a modern US aircraft carrier or an old school Royal Navy first-rate ship, where Picard was an Admiral and not a Captain. Then, Riker could've been ranked as a Captain and responsible for the day-to-day operations of the ship. Thus, Picard would have been carrying his flag aboard-- then the E-D could really be a "flagship."

I still don't understand why people seem to equate promotion with being moved off a STarshp bridge. After all, in TOS we saw at least two Flag Officers, Commodores Decker and Wesley, who commanded Starships.

True, but despite those characters, promotion to Admiral was strongly and consistently portrayed from TMP onward as a boring desk job, full of handshaking and diplomatic pandering. When Picard was offered Admiral in S1, the job was as head of Starfleet Academy. The Commodore/Fleet Captain/Rear Admiral concept just wasn't applied very much that I can remember.
I do remember an Admiral's ship getting hosed in First Contact, which was what precipitated Picard taking command of the fleet.
They really should have promoted him after that, and as you point out, not losing command of the Enterprise.

People,

Well, we do know that in time of war, as seen in the Dominion War in DSN, admirals like Ross have flagships from which to direct fleet operations. I wonder if there's any kind of peace-time equivalent of a traveling admiral, inspecting the frontier, for example. Or some other kind of operation involving a task force. Surely, you'd need some admirals to "keep sharp" in directing fleet movements while remaining posted to a starship.

We've seen that Admiral's have their own personal flagships so maybe Picard could be promoted to Admiral and keep the Enterprise at whichever base he was assigned to.

Anyway, in Q's anti-time future Picard was an Ambassador, but the script, novel, and the closed captions refer to him as Admiral Picard in a couple of places. He was also an Admiral in Future Imperfect, but Riker imagined that.

No, the alien kid imagined that for Riker's simulation.

I'd say if there were another TNG movie, Picard would be an admiral, only because after all this time, the only way to get Patrick Stewart back in the role would be in a one-day, easy to film cameo, ala Janeway showin' up in ST: Nemesis.

I believe Riker stated in All Good Things that the good thing about being an Admiral is being able to choose your own ship, which is why the Enterprise-D wasnt mothballed.

Of course having your own ship doesn't mean you can just take off and explore. Admirals spend most of their time doing paperwork.

What I found strange about Riker in the Anti-Time future was that he was a full Admiral, 8 Pips and all but he was only in command of a single Starbase. You'd think someone that high ranking would be a sector commander or something.
