Well it makes sense he's not a legend yet during the 5 year mission, he hasn't done the stuff he's going to be legendary for yet. He probably doesn't become well known by civilians until the V-ger incident and gets living legend status after saving Earth for a second time from the Whale probe.

Hell, the other starship captains "dissed" Kirk in a major way in The Ultimate Computer with thewhole "Captain Dunsel" thing. They obviously didn't see Kirk as some sort of living legend. At least not at that point in the series. Maybe by the time period in which the films take place, Kirk's legend had grown a bit.

Commodore Wesley referring to Kirk as Captain Dunsel was not a diss. It was a mutual acknowledgment of the possibilities that starship commanders may be about to become obsolete.

Wesley was as much referring to himself as he was to Kirk in that line.
