Well, we only have a couple details about Klingon penii. We know that they are used in coupling (whether it is necessary for both, or whether Klingon females have just evolved to "pocket" the secondary organ is unknown at this time.), and more importantly it provides a second stream during the act of urination. Does the second stream come from the same source, or does it excrete other material seperate from the first stream? I cannot speculate, for I am not a urinary specialist.
We do know from TNG that Klingons hold many secondary organs in tangent with their primary one as backup. This is likely an extrapolation of that idea, even though both penii seem to be performing the part. L'rell (and, in VOY, Miral) were able to couple with anatomically Human males without any of the perceived issues that Lorca questioned (also, the anatomically deficient Riker was deemed bedworthy by multiple Klingon females). And, vice versa, at least one Klingon male has coupled with a human female (K'Ehleyr's father) despite likely anatomical differences.
I, personally, believe that Klingons were, in the long, long ago, genetically engineered to have all these secondary organs (to make them good soldiers by an ancient force), and the penii were then a superfluous add-on. But it has since evolved somewhat to hold function and value to Klingons. But that's just speculation.

Klingons having two wangs is actually soft canon.
I say, "No nudes." Period.

I can’t be the only one here wondering what the lady Klingons have to match their doubly endowed mates. We’ve seen the urinary function and it suggests no independent control, so perhaps the Klingon females have a duel reproductive system to improve chances of conception.
I know TNG established a primary and redundant anatomy, and double wang is a natural extension, but they still only have one nose. Not everything is repeated.
I feel we should see this explored properly on screen, but only to satisfy a biomechanical curiosity, of course.
This may be one of my favourite sentences of all time.
