Why no Bajoran Starfleet officers on DS9?

I remember hearing years ago that if someone from Ontario got on with the RCMP, for their first 5 or 10 years in the force they could not be assigned to a place in their home province of Ontario until after that time. Maybe Starfleet has a similar policy.
IIRC, someone's first five years or so in the RCMP are generally spent in remote regions.
 
The ancient Romans did the same thing. Sign a soldier up in Gaul and send him to a legion anywhere but his home province.
The British did that in India as well after the Indian mutiny of 1857. That practice prevented soldiers from joining local people in revolts.

Yes, the British learned a lot from the Romans. I'm not sure if it's the reason they taught Latin in all their schools, or a result of it.
 
During a brutal occupation, not everybody among the oppressed populace wants to stay there and fight against the occupiers. Some just want to get as far away as possible for the sake of survival. And then some manage to make their way to Federation territory and try to get into Starfleet.
