Why is Voyager so damn Earth centric?

This is one thing that feels like two steps back from DS9 for me. TOS was terrible about everything being about white human men. TNG was better about it, and DS9 really embraced being IN the world of Star Trek and was the best at showing different cultures and ideas, tho it wasn't perfect in that regard either, certainly. But Voyager feels like a return to an almost TOS-like mentality in that whenever the Federation is discussed all that's ever talked about is Earth, human culture, human customs. It's very disappointing.
 
Earth is in the core of Federation. And Federation space is where they wanted to get.
 
Athlone is in the centre of Ireland, but when I'm in another country I don't longingly want to get home to Athlone. I've only been there once in my life and my overriding memory of the place is that there was a worrying lack of public toilets. :mad:
