It's possible to set a time travel movie in February 2020 and not mention the riot in Minneapolis that occurred in May. The pandemic would overshadow any other historical event in the time traveler's eyes and that might not even get mentioned if said traveler was distracted by the mission at hand. Setting this season of Picard a few months prior to the Bell riots is a similar concept.

It was clear they had other things on their mind than to discuss a history lesson. Now, had Picard walked through the district, he might have said something about Bell and the upcoming riots.
