why is everything so clean?

In the 24th century, Roomba is a major Starfleet contractor. Thus, the ultra-clean appearance.
 
Starfleet's clean and shiny look has often been contrasted with with the used technology of Star Wars and other sci fi universes. Though I think it makes sense that a combination of a sealed environment, automatic cleaning technology and a little human elbow grease keeps the ships very clean.

In sci fi cleanliness often means establishment and used and old technology means anti-establishment, Compare the Alliance ships to Serenity in Firefly.

True. The Death Star was as clean as Federation ships.
 
They frequently collect all the dirt and grime, as well as a healthy supply of rocks, and put it behind panels in each of the consoles so that it can spray out during attacks.
 
you know, that'd be a funny little thing to do once. have someone walking through their quarters, trip and look down and there's a robo-vac on the floor...
