Why don't they say "Captain on the Bridge" every time a captain enters the bridge?

Story-wise, it does seem like a waste of time. Lord knows I don't want to have to type "Captain on the bridge" every time Kirk sets foot on the bridge. :)
Oh come on, imagine the creative avenues.

As Kirk stepped on the bridge he heard "Captain on the bridge" from an ensign standing near by. It was a less enthusiastic "Captain on the bridge" compared to earlier in the afternoon when he had returned from lunch and certainly far quieter than the "Captain on the bridge" when he had taken a bathroom break. Kirk briefly glanced at the ensign and was about to say something when he noticed that the crewman was wearing red. 'Fate will take care of it' Kirk thought with a smirk as he sat down in his captain's chair.

I highly doubt any starfleet captain, even Jellico, would ever require it to be spoken every single time they enter the bridge.
Data actually did say "Captain on the bridge" every time Jellico entered the bridge. I don't think he ever said it for Picard.

If I were the captain, I would be the ultimate loser and simply have the computer reprogrammed to say it every time I entered the bridge :)

Hmm. Wasn't there a line of dialogue, either in a novel or in a script, in which a captain gave an explicit order to dispense with the formality?

(I'm not immune to issuing a "dispense with the formality" order myself, particularly when I'm in a restaurant for a pre-concert or pre-theatre dinner, and running late: being able to pay the check while I'm still eating is as much of a timesaver as tribbles being born pregnant.

once we start applying logic like that our whole reason for existing as a fan falls apart!
Not necessarily. There are plenty of things for fans to talk about other than story/continuity irregularities and events in one show contradicting a later show or vice versa but I guess that's what we do here.........endlessly.

I don't see why we should settle for that. I'd have the red alert lights flash every time I entered the bridge. My crew will be diligent!

I think deep down in her heart, Janeway would secretly love to do that. Just once for fun, that is. A grand entry with exploding Borg cubes on all view screens, pyrotechnics going off, red alert sirens blaring, etc. But her Starfleet training is far too ingrained for her to even allow herself the thought.

The Emergency Command Hologram, on the other hand, would have no such inhibitions and might attempt it if he thought he could get away with it :)

Hilarious, I was going to say that the ECH would have totally gone for that...and then I read your second paragraph. :p
